try to start oc in safe mode with command prompt. skips and goes to login!?!?!

im trying to get rid of a virsus that hijacks my taskbar. so i cant see my desktop anymore, but everytime i start up press f8 and go to boot safemode and command prompt it just goes right back to the freaking login screen....WTF!??!
okay b4 all this a website well multiple ones said go to command prompt did, wrote down in note pad all this crap then installed it so i could try to run anit malware. but now this happens no matter what login screen./. how do i access the command bar from here? or make it go to it
