unlocking mobile phones: legal or illegal?

    I'm kinda wondering if someone could explain to me whether it's legal or illegal to unlock a mobile phone.

    Case in point: I buy a second-hand mobile phone from Japan, take it to Europe, unlock it there and use it with the SIM card of a European provider.

    I'm wondering if this is illegal and also if it's safe (e.g. the original owner can't reach my private info)

    its not illegal to unlock a mobile phone in Europe

    ps..if the phone is from another country no one will konw the Difference...

    I believe there is a class action suit v ATT for locking phones. As far as I know, its legal here.
