Variable bitrate encoding ....

    I'm currently working on an essay about mp3 encoding. I have read that 'Xing technologies currently has the only Variable-bitrate coder' here ---> http://www.iocon.com/das/technical_enc.shtml

    after looking into vbr a bit more thoroughly i have found that lame and fraunhofer also support vbr. Is it true that all or at least most encoders do actually support vbr now and that site is just horribly outdated ?
