Do any programs allow for volume leveling on a VCD or SVCD? I have a bunch of mpgs but the volume is different for everyone and I know you can do this with music on a CD-R but is it possible to do with mpgs on a VCD

Well what you are Talking about is "Normalizeing" the audio...You should generally do this when createing the Mpeg1/VCD File....
To do it now would mean you would have to Rip the Mpeg file off the CD-R and the De-Muc the Mpeg file into seperate audio and Video files and then use a Audio editor to Normalize the audio and then re-mux the audio and Video together and then Burn it to CD-R as a VCD....Or if you have a Good sterio system hooked up to your DVD Player then you can adjust the Levels on the Sterio system...
