I haven't used VCD for a long time.
This is from the notes I made:

The AVI has to be converted to mpeg1 format then a .bin file created.

TMPGenc can be used to convert an AVI to VCD compliant mpeg1.

Run TMPGenc and select the Project Wizard.
Choose the Video-CD template > Next.
Load/Drag the Avi file onto the window > Next > Next > Next > OK.

VCDEasy will produce .bin/.cue files from a compliant MPEG1 file.

    Run VCDEasy.
Click ‘Main’ tab and drag the mpeg1 file onto the window.
Verify the output path for the new .bin/cue files
    Click ‘Go’
A .bin and .cue file are created.

Use Imgburn to burn the CD (select the cue file)

Get a DVD burner. They are really inexpensive now.
