Where to post programming questions?

I am new to this forum, and I have several very detailed technical questions involving video file formats, codecs, etc. Basically I need to write code to knit together bitstreams in some funky audio and video formats into a commonly supported format, and need access to brainware for general guidance.

In which part of the forum should I be posting? Or perhaps on another board?
