Who is Inspector Le Frog?

I remeber a Character { Inspector Le Frog } from a animated Movie ! He was or is basically the same Character as Lefog { Toads french Cousin} in Flushed AWAY ! & Apparently voiced by the same Actor -Jean Reno ! But I cannot remeber the movie Inspector Le frog was in ? Does anyone Else remeber ?

 

Jean Reno has only played the voice of a cartoon frog in one movie so far, Flushed Away (2006).
