Wombles MPEGVCE and MPEG video Capture.. Difference???????

    I have been capturing video from my motorola through firewire. Now i need a software that can cut commercials and even the other stuff i dont want. I dont want the software to do it automatically, i want to be able to cut whatever i want out. Now can these programs do that? and what type of video files do they cut(.ts or .mpeg)???? and what is the difference between these two?
